Apologies for leaving this for so long, however I tried today to upgrade
to 1.2.5-4 and found the bug still present.

The logs appear to have gone very weird recently, but here's a failed
suspend:
enabled, active
success.
/usr/lib/pm-utils/sleep.d/98smart-kernel-video resume suspend: success.
/usr/lib/pm-utils/sleep.d/95led resume suspend: success.
/usr/lib/pm-utils/sleep.d/95anacron resume suspend: success.
/usr/lib/pm-utils/sleep.d/94cpufreq resume suspend: success.

/usr/lib/pm-utils/sleep.d/00logging resume suspend: success.
/usr/lib/pm-utils/sleep.d/00auto-quirk resume suspend: success.

And here's a successful one (with resume)

enabled, active
success.

Suspend/wakeup started working after last nights upgrade. Hibernate now also
seems to work, but wakeup after hibernate leads to a blank screen and
unresponsive computer.

Is this the correct place to post these bugs? It seems nobody's here.
Is it simply that the problem is/was in another package?

Yes, this is most likely a kernel bug/regression.
The pm-utils package hasn't really changed for a while.
