Included are the completion files for paq8l (compressor utility), par2 (recovery file generation/repair utility), sipp (SIP tester). All of these utilities are included into Debian, but are not in any way Debian or Linux specific, hence the files should likely go to /usr/share/zsh/functions/Completion/Unix.
