When I install 32bit scim on a 64 bit system I can turn on scim in 32
bit applications but the only method available is english/european and
english/keyboard.

I suspect that scim looks for its modules in /usr/lib rather than
/usr/lib32 as is the case with most dynamically loadable frameworks but
I have no idea how this could be changed.
