I was trying to retitle a bug report but it failed due to using the
UTF-8 “” quotes. This is the returned error message:

Using the pretty quotes is kind of silly, but regardless, this is a
bug that probably should be fixed.

Sorry about the severity, forgot to set it to minor.

Sure thing, it's only that I used them w/o thinking and given that
they work in other places was just surprised to see them not work
here.

I have also experienced this bug. Text with typographically-correct
quotes happens to be the trigger, but it would seem likely that other
characters will also be inappropriately rejected (with an incorrect
message about “unprintable characters”).

I disagree with the ‘minor’ severity: this bug makes it impossible to
set a correct bug report title if, for example, the title *discusses*
text in non-ASCII as the summary of the bug. Don't worry, though: I'm
not going to start a game of severity ping-pong.
