Historically, makedev is how static entries in /dev were created... but most
modern systems now use dynamic device discovery approaches such as that
provided by udev.  The MAKEDEV script still has some utility for developers
of embedded systems and other special cases.

I recently transitioned makedev from 'required' to 'extra' in Debian, and as
I am no longer using it, I would prefer to no longer maintain it.
