When the dvorak keyboard mapping is active, the ctrl-c
and ctrl-z (and all the other control keys) map to the
QWERTY locations of C and Z and not to the dvorak
mappings.

The actual layout in use is USA Dvorak.

This is under gnome.

This problem also occurs under gnome-terminal but NOT rxvt.

I am also using caps-lock and control key swapped, but that
does NOT affect this problem.

LXTerminal upstream suggest to reassign this to GTK as it's nothing we
can do inside LXTerminal to detect that it is incorrect.
