This Unicode character is used in Hebrew as a multi-character abbreviation,
number, foreign or special word maker, usually as next to last character in
the word. It is inserted as a shift-" in the Hebrew/Hebrew-Lyx keyboard
formats. Shares a common glyph with inch marks, and some others. This is not a
quotation mark of any style.

Lilypond chokes on this character. If it be in header strings, it may or may
not produce and error, but will prevent any headers from being formatted. If I
escape it with a \, it will then appear but the (Hebrew) characters near it
will produce some blanks or numbers. If it be in lyrics, it will produce a
UTF-8 error (reported in frescobaldi, not in lilypond stderr!) and produce
output similarly to the escaped version in the headers.

Other special Hebrew characters such as diacritics and accents display on the
score, albeit, not as nicely as in most correct UTF8-enabled formatters. I
would expect better in TeX-based formatting.

Please provide an example of input which shows this error, the output,
and a precise explanation of what you would have expected to have been
output.

Finally, the character you have in the subject *is* ", not gershayim
(״), which is what I assume you're talking about.

Gershayim it is. So the mailer translated it to ". An actual quotation inside
Lilypond strings will of course mess up the string delimitation and will
usually crash it. \" can be used instead.

Gershayim can be used as a single character and also as a diacritic and that
might be the problem (I think the keystrokes might be different, however).
Possibly another choice for the lone character would be appropriate or just \"
(I have suggested that nted export such an inside quote this way since not
doing so crashes!).

I enclose an nted file, that program's PDF output, and its Lilypond export and
Lilypond's PDF output (-1 in filenames). The nted is correct (though Lilypond
would format the staves differently).

The lilypond exported by nted is wrong. You've got elements which are
not valid UTF8 in there, and the places where you want to use
gershayim, you're not actually using it.

The attached example (which isn't exactly correct, but I don't
read/speak hebrew, so I can't be bothered to fix it) at least resolves
these problems, and properly uses gershayim.
