following up, it seems that this behavior doesn't occur 100% of the time, somewhat non-deterministically it sometimes correctly changes the vt to 7. sean

this issue for this computer by

I added line "add_parameters --quirk-no-chvt" . It seems that this line
was removed from pm-utils some time ago as stated
