Can you believe that there I am, the owner/submitter/whatever of a bug,
and I am not notified when the bug is reopened?!

I am when it is closed, but not when it is reopened.

I mean there I am, the fellow whose name is still the submitter.

I suppose when it gets closed a second time I will also get mail, but
not when it is reopened a third time.

(Bug was #169673, but that's not the point.)

If you don't mail me that it was reopened, then I think that I must
reopen it myself when in fact somebody already has.
