fold doesn't seem to handle unicode russian characters right. I suppose it
could be a problem with how my terminal is displaying them too, I'm not
sure what's going on. Maybe it's folding on bytes rather than characters?

Attached is two paragraphs, one before and one after "fold -s -w72". I'm
attaching them encoded, hopefully they make it through ok but if they don't
I will resend.

I wonder if this is related to #513028?
