Evolution's calendar time format is set to 12 (am/pm) as default, can't change
it to 24 because it's grayed

Evolution shows my time zone is Europe/Helsinki, and time format should be 24
in evolution too

I started evolution from terminal
LC_TIME=en_DK.utf8 evolution

and was able to change time format to 24.

Now it's really 24.
But it's impossible to change it with Finnish locale because it's grayed still.

That looks like an upstream issue, please report directly there. Sorry,
