I turn off the bluetooth within gnome menu applet, but after reboot bluetooth starts as enabled and I have to turn it off manually every single time after reboot.

Bluetooth is power-consuming because of its radio.
It's wise to not enable it unless you use it.

If bluetooth-applet can remember its state between reboots user can move it out of his mind.
Otherwise, I have to disable bluetooth manually every time I boot the laptop.
