When desktop effects are disable in KDE, the title bar & border of the windows is
missing, or corrupted, and not refreshed (see screenshot with konsole).
For example open kde system configuration, and then another programme (like konsole)
You will notice that the window decoration of konsole is like missing, but somehow it does exist. If you click on the title bar and try moving the window, you will notice that it works,
but also that there are some display issues

I noticed that as soon as I disable KMS there is no such issue.
That's the way I disabled radeon KMS:
- comment out the following line of /etc/modprobe.d/radeon-kms.conf
options radeon modeset=1
- add one of these parameter to the kernel boot options (in grub)
radeon.modeset=0
or
nomodeset

Does Option "RenderAccel" "off" in xorg.conf work around this bug (and/or the other one you reported)?

LXDE, as well as the one on KDE)
