The headers and footers should be like:
Text::Wrap(3perl) Perl Programmers Reference Guide Text::Wrap(3perl)

Instead you forgot the Text:: part:
WrapI18N(3pm) User Contributed Perl Documentation WrapI18N(3pm)

(The same problem occurs on the Text::CharWidth man page and probably
several others too!)
