Summary:

dds2tar expects CONFIG_SCSI_PROC_FS to be set, but default Debian kernels
consider this "legacy" and no longer enable it (maintainers have stated
never will) see http://lists.debian.org/debian-kernel/2010/10/msg00209.html

Note this appears inconsistent as CONFIG_IDE_PROC_FS is set (and is also
"legacy").

There has been no upstream activity on dds2tar in over 10 years, and I
no longer use it myself... because I no longer have any active DDS
drives.

The source makes no obvious references to /proc directly, it instead
pulls various definitions in from system header files. Could you try
rebuilding the current package from source to see if that yields a
working dds2tar under current kernels?

That's something you can take up with the kernel team if you wish.
