#620826 lists.debian.org: CoC should mention enforcement and complaints procedure

mention who enforces the code of conduct, or how, and it would
be nice if it did. For example, if one notices that bad things
are happening on some list, where should one complain,
and what information should one provide?

(I assume listmaster@debian.org is the right place, but it
would be good to be explicit about that.)

There's also no information what might happen in case of a
violation of the CoC, e.g., does one get told off, get
forcefully unsubscribed, banned from posting, or something
else. Perhaps there's a graduated response?

(I know some of the answers, but I would like to be able
to point out a place where they're documented, for other
people, when necessary.)
