I tried to search for a phrase in a PDF document, and discovered that
evince-gtk did not find the phrase where it was split over two lines.

The actual document was:

The search phrase "Integrated Public Number Database" is split across a line
around page 20 of the document, and not found in that location by evince-gtk.

mupdf found the phrase that was split over two lines.

It appears that the line break was not in the original PDF, but only in
evince-gtk's rendering of it.
