f $APACHE_LOG_DIR (as defined in /etc/apache2/envvars) does not exist, server startup fails.

This would happen, for instance, if /var/log is on a ramdisk. That is something commonly done for systems that use an SSD drive. Putting logs on a ramdisk avoids wearing out the SSD flash memory.

It would be helpful if the apache initscript createad its log subdirectory if needed.

While I agree there is a problem with missing log directory repporting - see https://issues.apache.org/bugzilla/show_bug.cgi?id=29941 - I don't think creating this directory automatically would be wise.

For exemple, if your directory is not mounted yet, you'll end up writing in / partition and then loosing log data when the mount is finally done.

Therefore, I would either tag that bug wontfix, or alter it so that we push for upstream approach, about the error not being verbose enough and hard to diagnose.

Or the wrong partition may get filled, or the directory may get the
wrong permissions. I agree with you.

There is a change upstream that the config test will check for the
presence of the directories, which will lead the the error message
being more visible. This is included in 2.4.1 for the error logs, but
not yet for access and forensic logs. But those checks will come in a
future release.
