When I also run wicd-gtk the icons are all aligned properly, including
those of UIM. When I quit wicd-gtk the UIM icons are too low again.

Ok so there's definitely bad interaction there. Could you try changing
your GTK+ theme (best if you select one from a different engine) and
report back?

It might help trying in another notification-area soft, though I have no
idea which one.

gnome-themes-more and see no difference although the themes install some
engines.

Neither do I.

In most all the UIM icons would be displayed in the place for one icon
(icewm, lxpanel, fbpanel) and gnome-panel crashes for me.

What exactly is it? I can't find a package named like that.

Yes, that's them.

The package would be uim-gtk2.0

I am not sure it would run without starting the IM as well.

You can use im-switch to set it up for some locale and then run
LANG=<that lang> /etc/X11/Xsession.d/80im-switch I guess.
