the uim tray applet you using is uim-toolbar-gtk3-systray?
i think gtk-chtheme can change only GTK+2.x theme not GTK+3.
i could change uim-toolbar-gtk-systray's theme using gtk-chtheme,
but i could not do uim-toolbar-gtk3-systray's.

For me the theme does not change until I restart the
uim-toolbar-gtk-systray.

I think it's a GTK issue, though. I tried with wicd and with a trivial
status icon demo and neither updated the theme.

i see.

i tested lxpanel, fbpanel and trayer.

1. run lxpanel or fbpanel or trayer.
2. run uim-toolbar-gtk-systray.
3. run gtk-chtheme and change theme.

i use xchat, pidgin, skype and sylpheed. they put icons into systray.
i tested with gtk-chtheme repeatedly, sometimes did not update theme.
i agree your thought that it is GTK+2.0 issue.
so i reassign this bug to libgtk2.0-0.
