Most documents are in UTF-8 these days, however nowhere is it mentioned
how to produce such valid HTML.

Hello jidanni,

In my understanding this feature is out of scope of txt2html. The
encoding depends on the system settings (locale).

The tool also do not set an encoding tag in the HTML code.

If you are not aware of a solution I tend to close this issue.
