I use the orage panel plugin to display the time. In preferences, I can customise the font colour. Although the fact that I use custom colours persists and the customised background colour is remembered, the specific custom colour selected for the foreground does not persist from one session to the next. For example, when I next boot my laptop, the custom foreground colour is set back to black. My customised colour is correctly used once set but only for that session. I would expect the customised colour selection to "stick", persisting between logins, restarts etc. That is, I would expect it to be remembered in the same way as the customised background colour.
