I see that this file contains the following comment:

I suspect that this should be replaced with:

    <!--  Disable sub-pixel rendering -->

This bug is a duplicate of #434808

I reported it upstream, hopefully it should be fixed soon.

This bug can be marked as solved when fontconfig 2.11.1 (that will be
released soon) will be adopted in Debian.

I also tried to merge this bug with #434808, I hope I did it right...
