The detection of removal bugs on the PTS doesn't appear to understand
the concept of partial binary removals; this leads to the
scilab-scimysql page currently saying "This package has been requested
to be removed. [...] Please see bug number #678494 for more
information."

The title of the referenced bug is "RM: scilab-scimysql [ppc s390] --
RoQA; fails to build on ppc and s390".

Actually this bug is not on the PTS/tracker side, it's the
code which is generating https://qa.debian.org/data/bts/wnpp_rm
that doesn't skip partial removals...

The PTS/tracker just reuses this data.
