#692079 iceweasel: Often asks whether to keep extensions

Sometimes, iceweasel asks me whether I want to keep extensions enabled,
with default to off.
This includes the translation pack to the current language, therefore
the message is in English which makes it impossible to understand for
some users.

Today I did an upgrade which included the following:
 upgrade iceweasel-l10n-fr:all 1:10.0.7esr-2 1:10.0.10esr-1
 upgrade iceweasel:amd64 10.0.7esr-2 10.0.10esr-1
 xulrunner-10.0:amd64 10.0.7esr-2 10.0.10esr-1
 xul-ext-adblock-plus:all 2.1.1-1 2.1.2-1
 xulrunner-dev:amd64 10.0.7esr-2 10.0.10esr-1

After which I restarted iceweasel, just to obtain the following dialog:

- This is supposed to only happen once, so this should only happen when
  you upgrade from an older version to version 10. The
  extensions.shownSelectionUI preference should be true after the dialog
  is shown and this shouldn't show up for any subsequent update.
- Language packs shouldn't show up in there, but that it shows up for
  other addons is the intended behaviour, although it might be better to
  default to keep, for them.

I think the default should be to not show any dialog. People are used to
click through dialogs anyway without even reading them. Since it can be
autodetected whether an extension should be kept, the selection should
be done automatically. This deserves a notification if some extensions
are removed, and nothing if all extensions are kept.

src:iceweasel has been superseded by src:firefox-esr in version
45.0esr-1 in March 2016. Transitional packages to ease upgrades were
provided in the wheezy, jessie, stretch and buster releases. The
transitional packages have been removed finally before the bullseye
release in August 2021.
After regular security support for buster ended in August 2022 and LTS
support ended in June 2024, I'm closing the remaining bug reports now.
