Hello,

When installing with the text interface, some steps such as base system
installation, or tasksel preparation do not provide any interface
feedback until a long time. From what I see in text_progress_set the
granularity is hardwired to 10%.  It should probably also include a
time-based granularity, like every 30s or so.  The converse is true: it
is not very useful to provide a granularity below 1s.

Note: it seems there is also an underlying `val' granularity issue.
