scim-bridge-el was removed along with scim-bridge (bug #642371). At the same time,
scim-bridge is integrated into scim upstream and appears as scim-im-agent:

I have updated the dependence, included a patch against newest scim-bridge-el 0.8.2.

The resulting package is uploaded to mentors for reviewing:

Hi,

A long time ago, you expressed interest in packaging scim-bridge-el. Unfortunately,
it seems that it did not happen. In Debian, we try not to keep ITP bugs open
for a too long time, as it might cause other prospective maintainers to
refrain from packaging the software.
