tcptraceroute fails with the following message on my system.

I encountered that error earlier today, but it went away when I fixed
the local firewall to allow the traffic.

It's not a good way to report that though.

But I'm writing this in the hope that it can help others that encounter
this (since the bug report is more than 10 years old, I don't expect
that it will help Harish).
