#717219 shutter: Make it harder to move the base picture

Hi,

I use shutter almost daily, and while it's really a great tool, there's
one thing that has kept bugging me for a while:

In the editor, it's really easy to "shoot yourself in the foot" by
moving the base picture a few bits, which, apart from misalignments with
other items, can cause ugly border on sides.

I'm really not a mouse person, so very often when I try to grab an object
and align it, I miss (BTW, I think it happens with text more often than
with other types). Problem is that the miss is not harmless. It usually
means that I move the base picture a few pixels, which is hard to notice
and much harder to fix.

So too often I end up with misaligned or ugly-bordered pictures.

On the other hand, I don't remember using this feature intentionally--usually
a proper selection and a proper crop is all that is needed to have the canvas
ready. So I'd be OK if it:

* disapeared (i.e. drag & drop on base picture would have no effect)

* needed a control key (Shift, Ctrl...) to activate

*   moved to another tool

Thanks,
aL.
