if not root, then -i acts like no -i was given. BUG!

It should fail and not print any output except an error message.

Still occurs.

This is very confusing because /etc/apt/apt.conf.d/20apt-show-versions
contains "apt-show-versions -i", and when I tried this command manually
as a normal user, I got a lot of output, which is obtained via APT. So,
I was wondering whether this command was ever run!
