   * What led up to the situation? Just performed a fresh install of Debian 7.
As soon as the the system was restarted after the install the video on the
monitor started to "blink" every 10 seconds. It appears that the video signal
stops and then immediately restarts.

Please send the output of "/usr/share/bug/xserver-xorg-core/script 3>&1".

As a workaround, try booting with drm_kms_helper.poll=0 kernel parameter.
