Dear Maintainer, After creating a new user I was unable to write/generate a user password with 'gnome-control-center user-accounts' without libpam-cracklib. Writing any password is marked as insufficient and clicking on the gears in the text field in order to generate one makes gnome-control-center crash. After installing libpam-cracklib everything seems to work. Find attached the log of gnome-control-center with libpam-cracklib not installed. Cheers.

My guess is you didn't install that recommends. libpam-cracklib is not required. I'm inclined to close this bug report. (btw, there was no log attached)
