the CONFIGURATION section in the git-send-email(1) man page documents:

 * sendemail.aliasesfile
 * sendemail.aliasesfiletype
 * sendemail.multiedit
 * sendemail.confirm

it does not mention:

 * sendemail.to
 * sendemail.tocmd

it should mention both of them for completeness.
