This bug looks like an upstream bug. Unfortunately HP is no longer willing to maintain this software properly and does not even provide a public bug tracker.
Meanwhile the Ubuntu Launchpad tracker is ignored as well.
Therefore it is not possible to forward this bug anywhere and emails to their support just land in a black hole.

please provide a patch." Here are four, against 3.26.4+dfsg0-3, where the
symptom is unchanged: in a Russian session hp-toolbox, hp-setup, hp-sendfax
and
hp-fab come up in English.
Here is why.
hplip-data installs translation catalogues for seven languages into
/usr/share/hplip/data/localization, roughly 100 KB each, and nothing ever
loads
them. QTranslator occurs in eight files - toolbox.py, setup.py, sendfax.py,
fab.py, makecopies.py, print.py, unload.py, plugin.py - and in all eight it
is
inside "if ui_toolkit == 'qt3':", next to "from qt import *" and
QTextCodec.locale(), a method PyQt5 does not have. The branch that actually
runs, the one that builds DevMgr5 out of ui5/, installs no translator at
all;
there is no occurrence of QTranslator under ui5/.
The catalogues would not help much even if they were loaded. hplip_ru.ts is
still in the pre-Qt4 Linguist format and 813 of its 1200 messages belong to
classes of the ui/ directory, that is, the dead Qt3 interface. Only two of
its
contexts still exist in ui5/ - four messages out of 1200. The whole scanning
dialog was never in the file: ui5/scandialog.py makes 149 translation calls
and
the context HpScan does not appear in hplip_ru.ts.
Your assessment of upstream matches what the tracker shows: the report this
bug
was forwarded to, Launchpad #1018037, was filed on 26 June 2012 and its
HPLIP
task is still New and Unassigned. Hence the patches rather than a forward.
The four patches attached apply cleanly and in order on top of the current
90-patch series, in this order:

0094-Regenerate-the-Russian-catalogue-for-the-Qt5-UI.patch
0092 is the one that matters and it is language-neutral. It adds
utils.installTranslators(), which picks the locale with QLocale.system()
(still honouring the loc key of [ui] in hplip.conf and the --loc option),
loads hplip_<locale>.qm plus the matching Qt catalogue so the standard
buttons
follow, and keeps a reference to the translator so Python does not collect
it.
It is called right after every QApplication() the Qt5 path creates - 24
places,
including base/queues.py, which hp-diagnose_queues and hp-doctor share.
A missing catalogue is not an error: the tool then keeps its English
strings.
The Qt3 branch is left alone.
0093 is also language-neutral. 80 call sites read
self.__tr("... %s ..." % value), so the string that reaches
QApplication.translate() already has the value substituted into it and can
never match a catalogue entry - window titles, wizard step counters and most
error messages. Moving % outside the call changes nothing when no
translation
is loaded, because translate() returns its source unchanged.
0094 is the Russian catalogue rebuilt against the interface that exists: 963
messages in 40 contexts, extracted from what the Qt5 dialogs actually ask
for.
334 of them inherit a translation from the old catalogue, where the source
text
still matches; the remaining 629 are new, and a few inherited ones that had
drifted onto the wrong string are corrected. lrelease reports 963 finished
and
0 unfinished.
The .qm file is binary and therefore not in the patch. The orig tarball
ships a
pre-built data/localization/hplip_ru.qm that still matches the old
catalogue,
so debian/rules has to rebuild it - one line next to the existing
"Patch out retranslateUi call like upstream does" block:
lrelease data/localization/hplip_ru.ts
with qttools5-dev-tools added to Build-Depends. Nothing else changes.
Two things could not go through debian/patches, so they are separate files:
* debian-native-desktop-files-ru.diff - debian/hplip.desktop,
debian/hplip-kubuntu.desktop, debian/hp-fab.desktop and
debian/hp-sendfax.desktop are installed by debian/rules over the ones the
upstream build produced, so they are the files a user actually sees in the
menu. This diff adds Name[ru], GenericName[ru], Comment[ru] and a
Keywords/Keywords[ru] pair to all four. The wording follows the way the same
things are named in Russian by system-config-printer and the Debian printing
tools. 0091 does the same to the upstream .desktop files, which matters for
etc/xdg/autostart/hplip-systray.desktop - the one upstream .desktop file the
packaging really ships.
* hplip.metainfo.xml - HPLIP has no AppStream metadata anywhere in its
tree, so
it does not show up in GNOME Software or KDE Discover at all. The file has
an
English and a Russian description and passes appstreamcli validate; the only
remaining warning is that HP's own site answers 403 to the validator's user
agent, the URL is fine in a browser. debian/rules would install it next to
the existing "install -m 644 debian/*.desktop" line.
Verified by a full package build of 3.26.4+dfsg0-3 on sid in a clean
container,
run twice: once with the series as it is, once with these four patches
appended
to it. Both dpkg-buildpackage runs finish, and there are no new compiler or
packaging warnings compared with the reference build. lrelease reports 963
finished and 0 unfinished.
Unpacking the resulting hplip-gui and hplip-data: all four .desktop files
that
debian/rules installs (hplip, hplip-kubuntu, hp-fab, hp-sendfax) carry four
[ru] keys each, data/localization/hplip_ru.qm is 192465 bytes against
108771 in
the reference build - so the rebuilt catalogue really does replace the
pre-built
one from the tarball - base/utils.py has installTranslators(), and
usr/share/metainfo/hplip.metainfo.xml is installed.
Installing those .debs and calling utils.installTranslators(app, "ru_RU")
returns ru_RU and translates, for instance, "Setup Device" to "Настройка
устройства" and "Send Fax" to "Отправить факс", with prop.localization_dir
pointing at /usr/share/hplip/data/localization. The catalogue ends up
exactly
where the code looks for it.
If the Russian part is more than you want to carry, 0092 and 0093 are still
worth taking on their own - they are what makes any of the seven shipped
languages work, and they are not specific to any language.
