(This seems to be similar to the report of bug 739280 for wheezy/file,
except that I can't reproduce the problem for wheezy/file.)

Yes you're right. I meant the changelog. Usually I check the changes
before updating productive systems.

It seemed like there is a general problem with the link because since
a few months I could not get the changelogs for updated packages.

Sorry I don't understand German. But I guess you are getting a 404
while following the link in
<https://packages.debian.org/de/wheezy/linux-image-3.2.0-4-amd64>. The
URL for the old changelog is
<http://metadata.ftp-master.debian.org/changelogs/main/l/linux/linux_3.2.68-1+deb7u3_changelog>.
I find old changelog by browsing the ftp directory
<http://metadata.ftp-master.debian.org/changelogs/main/l/linux/>. I
guess the new changelog will be uploaded soon. I am not sure though.
