catdvi could helpfully offer itself in /etc/mailcap as a text dvi
converter.  This can be used by "see foo.dvi" or similar when on a tty
so the graphical viewers cannot run.

I get some joy from the file debian/mime below.  It's installed by
dh_installmime of current debian/rules to /usr/lib/mime/packages/catdvi
in turn used by the mime-support package, when installed.
