As an agent, I can access data about packages via a RESTful interface.
/packages     /packages/:package         (including general info,
links, versions, binaries, URIs of other related resources - todos,
news, bugs, problems)     /packages/:package/todos
/packages/:package/todos/:todo     /packages/:package/news
/packages/:package/news/:news-id     /packages/:package/bugs

Nothing to do with the bug itself but you could remove this ^^ template

limiting.

This the main point. The suggested URLs are certainly not
the one that that we will use. And the set of exported
data will likely change.

And we also want to export data about all the known repositories.
