As Debian package maintainer, on the package page I can see a warning
if the package has higher than standard priority and I am the sole
maintainer of the package. (Ticket migrated from Trello:

Acceptance Tests:

  If the package's priority is higher than standard and it has no
  uploaders, add a TODO entry.

  It notifies the maintainer that he should look for some comaintainers

Control: tag -1 + newcomer

Implementing this requires adding a new task generating ActionItem.
We have lots of examples of tasks generating ActionItems, it
should not be too difficult to figure out a way to do this here.

I'm thus tagging this with the newcomer tag, I'm available to mentor
you if you need more guidance but would like to start contributing
by fixing this bug.
