   * What led up to the situation?
Visit any website - Konqueror pops up a window with:
Error when attempting to decrypt the wallet kdewallet using GPG. If you're using a SmartCard, please ensure it's inserted then try again.
GPG error was Decryption failed

   * What exactly did you do (or not do) that was effective (or
     ineffective)?
Hit cancel.  Looked for any GPG settings in Settings, but they don't exist.

   * What was the outcome of this action?
But the next web page it pops up again, often three or four times in a row.  Very annoying and makes konqueror unusable.

   * What outcome did you expect instead?
For it to shut up and quit squocking.
