   * What led up to the situation?

The bash menu shows under &File the entry Open &Tab with the short cut "c". No
control character whatever. Thus typing a command which contains a c will open
a new terminal shell.

Pasting a command containing in c's works. No problem

The problem seems cleanly related to the menu definition

In my computer, this bug was introduced between the 12 th and 14 of August. I
upgraded Debian Testing (in English - standard version) on the 14th (european
time, in the morning) and I use Bash frequently. I believe that I upgraded
Debian on the 13th and I used Bash on the 13th without problems

   * What exactly did you do (or not do) that was effective (or
     ineffective)?

I am experienced in programming but not in Linux.

I have not modified (knowingly) anything related to the configuration of bash.

I looked into .bashrc in my home directory and in /usr/share/menu . Nothing
changed

When upgrading the 14th, I got the message, I might run into trouble and that I
could consider install firmware-liunux-free and libpam-cap. Which I did. I
suspect now that the bash-problem has no relationship to these messages.

I have searched but noz found the resources for modifying menu-entries.
