As far as I can see, the traceroute binary itself is missing from the package.

Hi,
 May you give me more pointers? I just checked it on the same
architecture you have, on amd64.
# dpkg --purge traceroute
dpkg: warning: ignoring request to remove traceroute which isn't installed
# apt-get install traceroute
[...]
#  which traceroute
/usr/sbin/traceroute
# traceroute google.com
traceroute to google.com (213.163.23.30), 30 hops max, 60 byte packets
[...]

It's part of the package and working correctly.
