Between debian-installer build time and release preparation time it's
common to have a few packages uploaded in the meanwhile, leading to
version-specific changelog download failures. It could probably be
worked around by downloading latest changelog thanks to the unstable
link and then either dropping newer entries or adding a warning about
version mismatches in the generated HTML summary.
