Dear Maintainer,

   * What led up to the situation?

In System Settings -> Language and region my preferred input source is
"Français (variante).

   * What exactly did you do (or not do) that was effective (or
     ineffective)?

Open System Settings -> Accessibility and enable Visual keyboard

   * What was the outcome of this action?

The virtual keybpard displayed is querty (rendering it difficult to find
the right key) and doesn't have the french accents easily accessible
(rendering it difficult to write french).

   * What outcome did you expect instead?

I expect that the layout of the virtual keyboard would be the one I
selected for my session.

The same bug applies for German OnScreen keyboard. The reason seems to be that
the corresponding files in /usr/share/caribou/layouts/touch are missing (for example de.xml)
