I was encouraged by ho1ger in #debian-boot on OFTC to submit this request for rfkill to be included by default.

The rfkill package permits users to force hardware controls into certain settings. In my case, there is a hardware button for Wi-Fi on the laptop that is quite buggy and has for a long time had unpredictable patterns of behaviour. With rfkill, I was able to unblock it and thus use my wireless interface.

My problem was resolved after KiBi very kindly provided a remastered netboot iso image with rfkill included and a separate 'Firmware' partition, but rfkill would have been very helpful regardless during a fresh install.
