clementine-tagreader is in /usr/bin (where programs intended to be run
by users live), but it isn't intended to be run directly:

   $ clementine-tagreader
   This program is used internally by Clementine to parse tags in music files
   without exposing the whole application to crashes caused by malformed
   files.  It is not meant to be run on its own.

It should probably go in /usr/lib/clementine/ to get it out of $PATH
