packages may play foul with dpkg-statoverride (e.g. mock #775118,
dpkg does not handle this well #775124)
so piuparts should check for added/modified/removed entries in the
statoverride file like it does with diversions

most common case will probably be forgotten statoverrides after removal
or upgrade
