When starting blender, one can click on "Manual" and gets a nice
online manual opened in the web browser. Unfortunately, the
manual is loaded from a remote web site. This is a problem for
people without a (good, cheap) internet connection. It might
also be a privacy issue.

Please package the manual e.g. as blender-doc and adjust the
link in blender, so that the local version gets opened.
