Hi,

While working on the "reproducible builds" effort [1], we have noticed
that dh_cligacpolicy is populating postinst and postrm scripts with
snippets in a random order.

A patch is attached that fixes this.

There hasn't seem to be any update on this bug in 1283 days, in which
time the Reproducible Builds effort has come on a long way.

Would you consider applying this patch and uploading?
