The new tab page has been infested with ads provided by Mozilla.
For example, I have seen ads for FedEx, and for some web password
service.

The only way to turn them off is to disable viewing tiles at all in the
new tab page. Please disable this adware antifeature in iceweasel.

Open the wheel menu and select "Classic". As of 38.0.1-2 that's the
default if you upgrade from a version < 31. If you used 33.0 <= version
< 38.0.1-2, I'm sorry, you'll have to switch manually at least for now,
as it can't be easily determined whether you opted in or you got it
from upgrading.

I had Classic selected when I saw those ads.

The documentation on Mozilla's website was clearly drafted with imput
from lawyers/PR so is opaque, but it does not say that Classic disables
this antifeature. It only disables a spyware feature.

Thanks for that useful tip!

Same here. However, I definitely have never had Enhanced mode enabled
(except while testing this). And, both times I saw ads in Classic mode,
they appeared first thing in the morning, when the computer had just
been resumed from sleep. So I hypothesize there is some kind of
scheduling there[1], and it won't request every time.

(Also, the tiles.services.mozilla.com request is not done every time
a tab opens in enhanced mode; there's scheduling/caching there too.)

Go to about:config,

- search for devtools.chrome.enabled and toggle it.
- search for devtools.debugger.remote-enabled and toggle it.
- Press F10, open the Tools menu > Web Developer > Browser toolbox
- Select the Network pane
- open a new tab

Here, in Classic mode, no request happens. In Enhanced mode, a request
is done to tiles.services.mozilla.com.

Can't we do that (enable Classic mode, disable Enhanced mode) in
iceweasel by default?

So I'm not the only one to have filed a bug about this, which was closed
with "no, that can't be!"

Also, perhaps relevant that I have DNT enabled in preferences. Some of
mozilla's own documentation claims that these ads are not shown when DNT is
enabled. Perhaps they got the logic totally backwards.
