hi,

libmetis-edf provides a kind of metis 4.1 librairy but
libmetis-edf-dev does not provides the corresponding metis.h header.

Because it is not possible to use the metis.h header from the libmetis
package (version 5.1) it is necessary to include it inside libmetis-edf-dev.
